The Rocky River Municipal Court District, comprised of Bay Village, Fairview Park, North Olmsted, Rocky River and Westlake, serves over 120,000 residents.  Our citizens deserve a Court and jurists that seek to protect the public, hold offenders accountable, and develop the best possible solutions to new challenges that arise.  Thomas J. Kelly will work to ensure public safety and improve outcomes through specialized dockets and improved communications with the people he serves.
